Evaluation Process:

The evaluation process will begin once the call for applications is closed.

1. The Coordinating team will send the list of candidates to the Host and the Home universities concerned (in case of Target Group 1); the universities can get access to the online database, see the application form and examine the documents uploaded by candidates.

2. Applications will be evaluated at the same time and separately by the Host and the Home universities (only for Target Group 1 – TG1). All the evaluators involved in the evaluation process of applications must sign a declaration of no conflict of interest.

3. The Home University (only for Target Group 1 – TG1) will check that all the administrative requirements to apply have been complied with by the candidate.

4. The Host University and the Home University (for Target Group 1 – TG1) will classify the candidates according to the following grading system:


Bachelor and Master Applications:


 Host (TG 1, 2, 3)  Home (TG 1)

For TG1 candidates, the following balance between the Home and the Host Institution grading will be applied:

Home: 40%

Host: 60%


Student’s grading: Home = 7/10; Host = 6/10

Final Mark = 7 x 40% + 6 x 60%

The language knowledge will be a fundamental requirement only if required by the Host University (please see the page dedicated to the requirements of EU universities and of Central Asian universities or the academic offer).


5.No candidate will be accepted without the prior acceptance received from the Host University.


Selection process:

The selection process will be carried out by the Selection Working Group, jointly chaired by the Coordinating Institution (Università degli Studi di Padova) and the Joint Coordinator (Al-Farabi Kazakh National University) and composed by 3 Central Asian full partner Universities (Khujand State University – Tajikistan; Bukhara State University – Uzbekistan; Auezov South Kazakhstan State University – Kazakhstan) and 3 EU full partner Universities (Sveučilište u Zagrebu, Croatia - Croatia; Universidade de Cantabria - Spain; Universitatea Alexandru Ioan Cuza, Iasi - Romania) chosen upon agreement of the consortium during the project Kick-Off meeting, held in Padova on 3 and 4 October 2013.


1.The Selection Working Group (SWG) will establish the distribution of scholarships according to the following criteria:

- ranking received from the Host and the Home Universities (Target Group 1 - TG1);

- fair distribution among the partner Universities and the countries involved (Central Asia and the EU);

- promotion of equal opportunities, gender balance and social equity;

- a balance of the disciplines involved, on the basis of the priorities indicated by the Universities:

  • Agricultural Sciences (01)
  • Architecture, Urban and Regional Planning (02)
  • Business Studies and Management Sciences (04)
  • Education, Teacher Training (05)
  • Engineering, Technology (06)
  • Geography, Geology (07)
  • Law (10)
  • Medical Sciences (12)
  • Social Sciences (14)

2.The Selection Working Group will forward the provisional list of pre-selected candidates and the reserve list to all Partners for their approval

3.Following the Partners’ approval of the provisional list, each candidate will be contacted by email and receive the application outcomes

4.Each candidate will have 10 days to file an appeal starting from the moment when they are notified about the provisional results of the selection

5.If necessary, the provisional list will be changed according to the results of the re-evaluation. Once this process is terminated, the list of beneficiaries and the reserve list will be adopted by the Coordination and the Partners. A second appeal cannot be filed.

6.Applicants will be informed that the selection process is over.



Reserve list:

The reserve list candidates are selected as follows:

- when the number of accepted candidates is small all the accepted candidates are included in the reserve list.

- when the number of accepted candidates is large, a selection is made based on these criteria:

    • TG1: The best rated candidate from each CA university, and then the best rated candidate for the EU universities which were not yet represented. Candidates in Special Conditions will also be included. Where the grading is equal, female candidates are included
    • TG2: The best rated candidates for each EU university are included. Candidates in Special Conditions are also included. Where the grading is equal, female candidates are included



The Reserve list is not a ranked list: the reserve candidates will be selected, when necessary, depending on the required profile according to level of study, duration, Country of origin, Home/Host university, so as to select the reserve candidate who will better replace the drop-out from the list of selected candidates.

The Bachelor, Master, Doctorate, Postdoctorate candidates in the Reserve list might be contacted, in case of drop-out, until early December 2015 (the mobility must in any case start no later than 31st December 2015).

Staff candidates in the Reserve list might be contacted until the end of the project (early 2017).



Appeal Procedure:

An appeal procedure FOR THE CANDIDATES WHO HAVE NOT BEEN SELECTED is foreseen.

1. Each candidate will have 10 days to file an appeal starting from the moment when they are notified about the provisional results of the selection

2. The request must be sent to the following address: This email address is being protected from spambots. You need JavaScript enabled to view it.. The email text must contain a clear reference to the reasons why the candidate is filing an appeal

3. If the appeal request is accepted, SILKROUTE will ask the applicant to review the documentation submitted, to check the completeness and correctness of the documents and then to highlight, in their CV, their experience in the subjects directly related to their application. No new document shall in any case be submitted. There will be no need to send again the documents contained in the application.

4. The application is then re-evaluated by the Selection Working Group. If the SWG considers that there are good reasons to launch an appeal, a CA and an EU University will appointed for each appellant. The SWG will make sure to appoint universities which are different from the Host and Home (if applicable) University of the applicant, so as to ensure an unbiased re-examination of the documents submitted.




- End of the 2nd Call for Applications: 15th December 2014 (January 31st 2015 for most of TGs and mobility levels)
